Planning and zoning should never have issued building permits until the roads, drainage, and sewers were installed. Even private developments have to meet minimum requirements.

Bur really...how can you even build a neighborhood without streets much less buy a house there?

Who TF buys a house with no street going to it? The developers should absolutely face prison time, but shite man the buyers gotta have some common sense here.

It sounds like the construction company is SHADY AS frick. This came up when I was looking for permit info in that county. They filed for bankruptcy in May 2025:

Sherrill, 64, said Van Der Valk started his home on Vespero Street in Citrus Springs in March 2023 and work had completely stopped by the summer of 2024.

“The cabinets and lighting are in,” Sherrill said. “But there are no (interior) doors, no trimwork, no plumbing.”

Sherrill paid Van Der Valk $200,000 in cash and still owes the remaining 10 percent of the contract. He is now talking to another contractor to come in and finish the home. The home is dried in with a roof and windows and it has been painted.

Sherrill had moved to Crystal River during construction but the home he was renting was destroyed by Helene and he had to move back to Illinois. He has recently returned and is renting another home in Crystal River.

“This was supposed to be my retirement home,” Sherrill said. “But now it has become my retirement nightmare.”

Van Der Valk construction was a target of Citrus County commissioners for compounding the road issues in Inverness Villages IV.

In January 2024, county commissioners voted to write a letter to Florida Attorney General Ashley Moody, spelling out the history of the infrastructure problems, which have been going on for years. The letter asked Moody to investigate alleged fraud and violations by Van Der Valk Construction.

It sounds like the developer just straight up starting building without any of the appropriate permits. That's pretty wild.

It sounds like they were all purchased as new builds, so my guess is they were sold plans but most lay people aren't going to expect a construction company to build without the permits that require them to have the necessary stuff in place. And to not have roads at all.

Also solid chance a lot of those folks are retirees so they may not even be there locally while the build is happening.
