Isn't a 30-06 round armor piercing?

not at 200 yards...it loses about 30% of its energy from the muzzle at 200 yards.

Depends on the armor. Soft armor like what cops wear daily is only rated for pistol rounds. Heavy armor or plates are rifle rated and most will stop 30.06. I seriously doubt that he was wearing plates. They're pretty bulky.

That close might need to be level 4 but a level 3 is the minimum you would need for that round

I haven’t seen the video since last night but it didn’t appear that he was wearing a plate capable of stopping a rifle round. It’d be pretty obvious. I wouldn’t be surprised if he was wearing soft bullet proof-vest capable of stopping pistol rounds though.

.30-06 is a cartridge designation and has no bearing on whether or not the bullet was armor piercing. It's a .308 caliber rifle cartridge and can be loaded with any .308 caliber projectile that may or may not be an armor piercing one.

armor piercing capabilities have more to do with the bullet than the cartridge.

Not necessarily. A square shot... straight at vest that is perpendicular to bullet trajectory... not much chance of stopping it.
Angle of bullet vs angle of vest can really make a huge difference. The more angle the more vest material a bullet has to get through.

.308, 30-06 is the same thing basically. The .308 is basically a short action 30-06 minus maybe 100 FPS. There is no difference in the bullet itself. You can get 30-06 AP rounds, they used them in WWII.
All rifle rounds are armor piercing if you are thinking Kevlar vest. That's why they enhance it with a ceramic or sometimes steel ballistic plate. I think if an actual AP round is used, it can pierce all but the highest rated ballistic plate.

This. I think the most alarming thing about all of the gun talk is how clueless even the right wing politicians and media are on the actual mechanics of guns, meaning actions, long rifles, handguns, etc. much less being able to delve into calibers and ballistics.
Just a clueless class of people in too many positions of power in this country.
