It seems that some ole baw has (potentially) been caught cutting the tail off a trout to keep the fish in the slot. Quite the topic of discussion on facebook... Y'all seen this? Sorry, dont want to post facebook link. You can see it on the rodeo's page

Not saltwater but you will catch a bunch of bass on Lake Fork with cropped tail fins which keep them under 24"

Do people claim to have seen him cut it or heard him tell people that he did?
It definitely could be cut but if I was just scrolling through facebook and saw that photo it wouldn't immediately jump out to me as "holy shite that's a cut tail!!!"

Seems that he was DQ'd by the judges because they concluded he cut it, but with no real proof. Angler agreed to take a polygraph but they declined to do it. (from what I read on the situation)

The alabama regulations don't allow them to keep one over? Or what is the issue here? I didn't realize trout tournaments have a slot?
