He showed the first signs of real development last year with the Steelers, but he's not quite at the top 15 level yet. Guys like Baker Mayfield and C.J. Stroud are in that vicinity. He's finally been showing his potential, but he's not shown the ability to have a completion percentage of 70% and throw for 4k yards and 41 TDs, like Mayfield.
