Now he has turned into George W Trump, best pals with Graham, Eyepatch McCain, Bill Kristol and many others.
Guess it's billions more in aid and sanctions which have little effect.

Putin is saying please sanction us. Sanctions don't work on a country that has a glut of O&G and can sell it to eastern markets at 20% less than western markets. Sanctions don't work on Russia. By isolating the west from the east though energy it weakens the dollar. Eastern countries will not use the dollar to trade energy with Russia. And we might say we can control it via tariffs on eastern countries but we really can't.
