Buying a new car in Texas? Temp paper license plates go away 7/1, dealers must use metal

Houston Chronicle story

The move comes as House Bill 718 goes into effect, a law aimed at eliminating the rampant abuse of paper tags, which have been used to avoid tolls, inspections—and even commit serious crimes like carjackings and robberies.

Temporary paper tags will no longer be issued when purchasing a new car, according to these new regulations. "Consumers purchasing a vehicle from a Texas dealer will receive metal license plates instead of paper temporary tags, driving off the lot with their plates already in place," the Texas DMV said in a press release.
"Until their registration sticker arrives from their county office, customers must keep their buyer’s plate receipt in the vehicle to be able to verify the purchase and pending registration to law enforcement."

The agency has been under scrutiny for years to crack down on fake tags, which lawmakers have called a rampant issue in the Lone Star State. The reasons behind using these tags range from skirting red tape to avoid toll payments or vehicle inspections to more serious crimes. Lawmakers have raised alarms for years, with some instances even being linked to carjackings and robberies. In 2020, the DMV shut down four fake dealerships that were responsible for 585,000 fake tags, the Houston Chronicle reported.

The Flappy Tag with buy here pay here decals is a standard across the gulf coast from mobile to Houston. Found most often on a beat to shite Nissan Altima.

AL law doesn't require you to even get a tag until you register and I think you have like 30 days to do that. They only have to give you paper plates if you buy the car out of state and are driving it back to AL.

The rampant abuse of hood rats using paper tags in Texas is unbelievable.

Found this out last week when I bought a new car after living here for 4 years. I just went and transferred the plate from my old car yesterday.

I knew a BRPD officer who worked extra duty at a car dealership at night back in the 90s. He has a huge stack of those paper plates and kept one on his car for years and never registered the car at the DMV.

Half of north Baton Rouge is driving around with fake Texas paper plates.

They're less dangerous than any Asian with a "Please be Patient ... Student Driver," magnet.

The article says nothing about the law addressing people from out of state purchasing a vehicle in Texas. I'm looking at Texas dealerships for another Jeep. So are they going to slap a Texas plate on my vehicle when it's going to reside in Louisiana? They need clarification.

When you do, is it a requirement that you promise to drive in the last lane without passing anyone?

If you register a car at some title places, they have license plates in stock. One I was at recently had tons of variations (LSU, etc). You can leave with your plate during that same visit.
Car dealerships should do this imo. Not sure how out of state purchases would work however.

You could buy those paper temp tags at the flea market for $40 which was a perfect situation for thieves to get away.

But then how will I know immediately how to avoid the shitty, uninsured drivers?
Oh well, I guess I’ll still have the obvious: Altimas, Corollas, and clapped out hoopties.

Yeah. The number of stops (if cops actually do it) for paper plates over the next year could be huge.

And probably drill your front bumper to mount one also.

I don’t think out of state purchases should work any different. If you buy a car in Texas, it first gets registered in Texas. If the owner wants to re-register somewhere else, they are free to do so.
Dealers should have a stack of plates and portal access to the DMV, where the assignment of plate is made by the dealership and approved by the DMV.
Inspection stickers should work the same way. The stickers should get printed when the car passes inspection. The inspection sticker should be the cost of inspection + cost of registration.

Impossible. Sometimes they don't even have the title in house because its in a floor plan companies possession or the dealer/person they bought it from hasn't gotten it to them yet. You can't register a car without the title, thus, the state gives you 50 days with a 60 day temp tag (yes, Louisiana, I know) to legally drive.
