They believe Flight 23 had 5 hijackers on board. But, the flight was delayed because of issues with catering
Once the plane was ready to taxi to the runway, flights were starting to be shutdown because of the initial attacks.
If the Flight 23 had not been delayed, they believe it would have been the 5th plane used in the attacks.

It would not surprise me if our government orchestrated this. Look up Operation Northwoods from the 1960’s. It’s a textbook playbook.
