If that's the case, then why were people hiking right by it? Seems stupid to hike by such an active volcano

Looks like that area is getting pretty active. Another old volcano is showing signs of life in Naples also.

Volcanoes that release fairly consistently are safer than those that build up pressure then blow.

They didn't have warning? I've hiked up it and there are usually a lot of people on it. I guess all those jewelry shops making shitnout of the ash got resupplied
