I'm not going to search for the entire segment but watching the clip I think it's fair to assume she is referring to the fact that Rogers has been expected to end up in Pittsburgh for a while now but his claims of "personal issues" are "stopping" him from officially signing.
Considering he decided to schedule a trip to Egypt last year when he should have been in camp w/the Jets and then turned around to complain he had no rapport w/his WRs I think it's valid to question why he is yet again missing the start of a camp.

Personal issues my arse.,, it’s clear he doesn’t want to participate in the grind of the off-season.. it’s the preparation needed that makes most athletes retire..
