Big win: CDL holders required to be fluent in English, effective immediately

Have a buddy from HS that drives OTR, I know he’s told me several times about what a plague the foreign drivers are. Good to see this happening

Upholding English-language proficiency for commercial motor vehicle operators: (a) The Secretary of Transportation, acting through the Administrator of the Federal Motor Carrier Safety Administration (FMCSA), shall, within 60 days of the date of this order, rescind the guidance document titled, “English Language Proficiency Testing and Enforcement Policy MC-ECE-2016-006,” issued on June 15, 2016, and issue new guidance to FMCSA and enforcement personnel outlining revised inspection procedures necessary to ensure compliance with the requirements of 49 C.F.R. 391.11(b)(2).
(b) In carrying out subsection (a) of this section, the Secretary of Transportation, through the Administrator of the FMCSA, shall take all necessary and appropriate actions, consistent with applicable law, to ensure that the out-of-service criteria are revised such that a violation of the English language proficiency requirement results in the driver being placed out-of-service, including by working with the relevant entities responsible for establishing the out-of-service criteria. Strengthening Commercial Driver’s License Security for Safer Commercial Motor Vehicle Operations. The Secretary of Transportation, through the Administrator of the FMCSA, shall: (a) review non-domiciled commercial driver’s licenses (CDLs) issued by relevant State agencies to identify any unusual patterns or numbers or other irregularities with respect to non-domiciled CDL issuance; and (b) evaluate and take appropriate actions to improve the effectiveness of current protocols for verifying the authenticity and validity of both domestic and international commercial driving credentials. Supporting America’s Truck Drivers. Within 60 days of the date of this order, the Secretary of Transportation shall identify and begin carrying out additional administrative, regulatory, or enforcement actions to improve the working conditions of America’s truck drivers.

It's good in theory. But in actuality, many truckers are Eastern European. There's already a low supply of truck drivers due to laws and regulations that make it difficult to make money driving (electronic logs, rest times, etc.). I would assume this will only cause a truck driver shortage, which will cause transportation issues and affect supply and costs.

If you’re worried about costs, get rid of BS requirements on Diesel and let it go back to the price it should have been. The economy would take off overnight.

When the economy was hopping during the Democratic administration there was a need for more commercial drivers. The supply couldn’t keep up with the need.
This Executive Order was issued when the Trump administration announced the tariffs. Knowing that wide ranging tariffs would significantly impact the trucking industry, this EO was issued so that the non-English speaking drivers were the first to be let go in the nationwide contraction.
This is an acknowledgment that the Administration’s disastrous economic policies are going to put a lot of commercial drivers out of work.

Some of my American-born drivers are going to have trouble with this. They're good dudes, but there's a reason they're solo in a truck and not salesmen. I'm sometimes surprised they could pass the CDL tests. I legit had a driver one time who I asked "Can you read?". I seriously meant it.

Should we let toddlers behind the wheel of a big rig? And a shortage would ostensibly drive up wages which would compel drivers to learn the language.
I don't see the problem with this. Seems common sensical.
If anything, it ought to include all motorists.

Is this really necessary? Maybe in some parts of the industry.
But a lot of equipment requires a CDL, and not all traverse highways. Watch to see if the agricultural industry takes an L on this over the next several months.

truth. the specific construction industry i came up in (i'm on the office side now) is packed with 'mericans that are functionally illiterate. they are very good at the job they do, but any changes from the norm can cause complete chaos. had to ban one of my foreman from sending emails to our outside contacts it was so bad - using words that didn't exist, etc.
but let's scapegoat brown immigrants, it's much easier that way

you've never taken a cab or an uber where the driver doesn't speak english? happens all the time. i've yet to not arrive at my destination in a timely manner

No. We should cut regulations to allow for American truckers to make money so that they want to drive a truck.
But if you stop the non-english-speaking drivers from driving without getting more english-speaking drivers into the industry, you create an issue.
I love making truckers speak English, but I'm not too stupid to understand that if you do that alone, it creates issues that we will pay for.

Please provide an example of this. I tried, but can't. Good luck proving you're not full of shite. Operating any heavy equipment on a job-site or off-road does not require a CDL.
