Is there any footage after this or one with sound?
Even though I am sure it will be played up differently it like he expected head to be lowered to the ground and shut it door with some frustration of having to pull him out of cop car while not paying attention the guy’s head was lifted up.
But if there is sound I am not getting it even after retrying a couple of times and muting and unmuting sound, so I might be missing some context.

There is no context that makes it ok to slam a handcuffed man's head in a door.

What if he is handcuffed because a serial killer kidnapped and handcuffed him and you just rescued him but your phone rings and it’s the serial killer and he tells you to get out and slam the guys head in the door and you can both go free but if you don’t he’ll kill your family and the guy says it’s ok go ahead and slam my head in there so we can live.
How about that context? Is it ok then?
