Because fluoride is good for your teeth but terrible for you when ingested. That is why mouth wash and tooth paste packaging tells you not to swallow it. Some dumb arses along the way said let’s put it into the water system to help fight cavities but slowly kill the public when they drink it.

These days bad teeth is a genetic thing or straight up don’t brush your teeth thing.
There are many options to take care of your own teeth without drinking fluoride.
