Murderer Jessie Hoffman put to death by nitrogen gas in Louisiana’s first execution in 15 years

Not sure of the exact dates or Louisiana law regarding execution of minors, but I would guess he was 18.

2025-1996 = 29

46-29 = 17, but the exact dates probably make his age 18 at the time of his crime.

No. It's illegal to execute convicts who were under 18 when they committed their crime.
