They are a fringe but loud group. If you want to destabilize another country, you get these groups under your thumb by funding them and pointing them towards the establishment. They are loud and divisive and create chaos, and chaos is a ladder.

I think there were two USAID funding projects that were getting conflated:

1. Funding for transgender experiments on mice.
2. Funding for transgenic experiments on mice.

Trump was talking about 1 but the left is using number 2 to dunk on Trump. (Transgenic means researchers were implanting human tissue/cells in mice to see how they reacted experimental pharmaceuticals.)
