I think the "Asylum Seekers" are a different group of people than "Criminal Illegal Aliens."
The Safe Third Country is a requirement of Asylum Treaties. Those treaties require an Asylum Seeker to request asylum in the first safe country they cross into. It probably gives the US more flexibility in dealing with this problem plus discourages some illegals from trying to get to the US, where they may not be allowed to make an asylum claim because they didn't make one when they were in a safe third country.

The illegals don't bother him. He'll just throw them in prison if they cause trouble.
