LA DEQ permit sabotage

Anyone ever deal with a competitor delaying a permit issuance because they repeatedly post a comment on the last day of the public comment deadline? 30 day delay each time this happens. When will this end?

I dealt with a similar issue about 15 years ago.
Ended up having to go to the competitor owner’s house and beat his arse on his front lawn in front of his wife and young son.
The delays stopped after that. Good luck.

Do you have a lawyer? Tortious interference should be easy to show if their comments/questions can be shown to be arbitrary and capricious. At a minimum you can probably enjoin them from further comments while the tort plays out.

DEQ is well aware that it’s interference and they can’t do anything about. Has anyone ever won a tortious interference case?

Attempt to create a barrier of entry into the market so OP doesn’t affect their market share.

This sounds political, as in the competitor has political connections. Usually DEQ issues a response to comments and Basis for Decision and finalizes the permit. What kind of permit (water, air, and/or waste) for what kind of facility?
Unless DEQ made an error in the permit they don't usually send it back to public notice.

Waste. They wanted to partner. I didn’t know them. I passed on their offer so this is their retaliation.

There are unfair trade practice laws and antitrust and anti-competitive laws.
