There was a scare about people making straw purchases of the .50s for the cartels, a while back. I was trying to look that up and I found a bunch of headlines saying the fifty cal rifles have been getting smuggled across the border since at least 2018!

Gumbo, the ammo may or may not be legal in itself. Biden put a ban on Russian made ammo. Which, a lot of people used, for shooting on the cheap. That may be the 7.62 they found.
But let's go with the assumption that the ammo wasn't illegal.
Smuggling is illegal. Especially if said ammo came through customs without being reported to customs.
Or came across the border without being reported at all.

You can buy it just like any other ammo.
It’s pretty much cost prohibitive to buy it in any volume, however. There’s also having the weapon to fire it, which is also extremely costly.
