Do I need a lawyer?

In a car accident. Other driver 100% at fault - ran red light, video, witnesses - he was cited.
My car is totaled. Taken to emergency room, but nothing other than bruises and cuts.
His car liability insurance caps at $25k - bodily injury at $30k. Car portion doesn’t cover the cost of my vehicle (purchased < 6 mos ago). Offer from his insurance is $25k for car and $4k bodily injury.
If I get an attorney, would it help, or am I maxed out by his limits and the fact that I wasn’t permanently disabled?

Be sure and push hard for full compensation for your car plus some since it's so new.

ETA make sure to include you are so traumatized that you have not been able to perform sexually with your wife or husband. Should be worth an extra 100k.

Go through your own insurance for the car. They will pay you for the TL and subrogate for cost of the vehicle less the salvage value once it’s sells at auction. If the other carrier only pays them $25k then that’s not your problem (you already got paid). Your carrier can then decide to go after the at fault party personally for the additional money owed (normally they don’t as long as they carry state minimum), but again that’s not your problem.
Edit: You look like you may be in Texas so you should also call your carrier and talk to them about PIP for your injuries. You go through your PIP for injuries. You can still settle with the at fault carrier for general damages.

If you don't have gap ins. You need to get a hurt back and neck asap to get that side of the money.
That is why liability insurance is useless.
Your ins would have paid to fix your auto if it was your fault.

Also: Don't let them push you to sign any medical release waivers (or anything). They will push hard. Get a legit medical diagnosis. Especially if you had any back trauma or soreness. I'm not talking about a shady chiropractor or whatever. Go see your primary care doc and let them refer you to someone if they deem necessary if you don't know where to go for diagnosis.
ETA: It might take a week or 2 for soft tissue injuries to be diagnosable. I had a situation like that. Ended up in PT for almost a year. 20 years later and my back is still finicky.

This is exactly what I did a couple of years ago. I got t-boned driving down a 5 lane highway and rolled my truck by a guy who must have been blind when he was at his stop sign. Had just bought the truck 5 days prior to the wreck. The guy that hit me only had $25k of coverage, so my uninsured motorist kicked in. Sucked that I had to go through the hassle of buying another truck, but it all worked out.
When you get your offer from your insurance company, make sure you find your own comp vehicles to compare to replacement value.

We had to file under our insurance then they went after the other insurer.
Get a lawyer - they know how to work the system on medical issues. We ended up with all medicals paid and money in our pocket even after the attorneys took their cut.

If you aren’t legitimately injured and want to increase your settlement, definitely hire a lawyer. They can recommend going to a crooked chiropractor to help maximize your return and pay for a new car. You can probably expect another $10k from the amount you listed, but I don’t know how much the lawyer will skim off the top.

If you go pro se, always refer to the judge as The Honorable Judge. They like that.
