I don't know if the Falcons are tanking but Pennix hardly got any reps in the preseason.
playing against the Giants should be a safe start but the Giants aren't bad at rushing the passer.

This is probably a big reason why Penix is starting. Raiders were all over Kirk last night even without Crosby.
Penix is not super mobile but Kirk is a different level of pocket passer. He just hugs an O lineman any time the pocket collapses.
