Here is the problem with these celebrity scientist, they do little science and are normally not very respected by their peers. NDT is an example of people not understanding that people with PHDs have a massive amount of knowledge about a very specific subject. That does not translate to intelligence in every field.

Good Lord man. I am an engineer and nothing decides to have different properties. The properties are what testing shows them to be. What he is describing is not science as there is no repeatability. It is the same as superstition, a belief in the intangible without definition. A horoscope has more validity than his babbling.
