yes fall thru winter
temps are cooler, easier to keep watered, sun is not so intense, and many plants are dormant. You could go ahead and build your beds now but wait to plant until this heat breaks for the season

DIY landscaping is not hard and you can save a lot of money. We just did ours and are about to add on to it because it was so easy...

Prep: Layout landscape area, kill all the grass, till 6" deep
Install rock: 10" rock between back of bed and house, use landscape edging to keep rock in. Rock from bags at lowes/HD or your local cement company by the trailer load
Add fill: you can buy it by the trailer load or in bags from lowes/home depot. Build your bead a few inches higher than you want the finished height to be (don't forget to leave room for mulch (about 2"). Again toll all this in with the 6" of dirt you previously tilled, use a rake to make your mounds.
Procure Plants: Local nursery or wholesale liek Forrest Hill
Plant Plants: dig holes, add a little starter fertilizer, plant and backfill around
Install watering system: drip irrigation is super easy and cheap, look up on youtube)
install mulch: pick your mulch and spread a 2" layer on. Keep a few bags extra for touch up.

In BTR, you can plant container plants 12 months out of the year. They basically never stop building homes, they landscape and lay sod.

Consider installing a micro-irrigation system after the beds are built & planted. Very easy DYI project. Will make your life much easier during hot, dry periods like now.

In So La the best time to landscape is when it's cool enough that you don't have to water daily in hopes of keeping new plants alive. Dec through Feb is good also because landscapers need work and don't have the burden or cash flow of lawn mowing.

Pick a company headed by someone with a landscape degree. LSU turns out lots of these people.

Start with absolute basics, grading, drainage paving, etc.. Do not assume that the builder did anything right.

Get a planting plan developed but do most of it yourself over a few years.

If you go heavily into garden beds find a gardener who will help you. Many landscapers can't do anything other than cut and weed eat.

Make sure water still drains away from your house when you add raised beds. A rock border over filter cloth against the perimeter of the house is great as previously posted (if you have stucco, vinyl, or wood veneer it also prevent string trimmer damage), but make sure the water has somewhere to drain. Don’t raise your beds above weep holes if you have brick veneer. Every time you add decomposing mulch the beds will get higher.

I’ve also worked with Drew Samson. Last year he ripped out my entire landscaping and redid it all. Added a watering system and lighting so a pretty complex job. Very reasonable price and excellent work. Would hire him again in a second and would definitely recommend.

Looks great. Is that gravel right next to the home? I’m slowly adding a flower bed around my home and did pea gravel around the house, except the front where I used marble rock.
