It didn’t go to the wrong place. Whoever got that money was supposed to get it all along. They just got caught.

This surprisingly happens to a lot of municipalities and private businesses.

I had a bank client that was funding a loan and someone at the bank had clicked a phishing email allowing a scammer to track the banks emails. They knew everything about all the counter parties and what dates and times Funding was to take place. The employee got an email with wiring instructions that mimicked the person they had been communicating with and sent 1.7mm to the scammed, it was caught within hours because the actual person called on an unrelated subject. They were luckily able to recover funds before it was sent overseas. The person who sent funds was fired because policy was all wires had to be confirmed over the phone and email. It's a huge business for the scammers.
