Trump should say he wants to wait until Biden is the official Democrat nominee. Otherwise he would be wasting his time if he debates Biden and someone else gets the nod.

If Trump hadn't agreed to all of Biden's terms, Team Biden would have refused to debate an "insurrectionist."
Trump's ego won't allow himself to miss an opportunity to debate Biden.
I also think they both wanted to end any shot of RFK Jr. being on a debate stage with them. There was clear coordination between the two camps. Things like this don't come together so quickly.

TLDR version
Team Biden has been nervous about debating. They didn't want to duck them completely because Biden would have gotten hammered for not being up for the rigors of the job.
By jumping out first, Trump was boxed in. He had to agree to demands, or he would look like a weak one.
The smart play for Trump would have been to say he would debate in the fall under the standard process, but he wants to eliminate the possibility of RFK Jr. being on stage.
