She should get a job at a shelter or dog rescue. Problem solved

You wouldn't be firing her over her pets.
You'd be firing her over her performance.
She dealt the hand. She has to play it.

This. I hate doing them, but throw together a PiP for her with an expectation of turning it around in 30/60 days. If she does great, then you get to keep a valuable employee. If she doesn’t change, or changes temporarily; you have the paperwork in place to make termination easier

The way I understand the situation is that she's been warned several times. She tells her manager that there are people looking at the dogs and they will be adopted any day now. There were a few instances after the warnings that she had nebulous health issues and had to leave early but not bad enough to go to the doctor. I think it was migraines or something.... manager was suspicious

Agree with this too - she may be emotionally attached to these dogs and trying to do the right thing but isn’t paying attention to reality. She seems to have a moral compass to foster these dogs so have conversation about what is at stake and give her the opportunity to respond on what she can do to either get more help from the Rescue organization she is affiliated with so she is able to return a normal schedule.

PiPs are a delayed death sentence at this company. We do everything we can before putting them on a PiP and if we have to put them on one, you might as well cut the cord.

She's probably going to be let go soon. I feel bad because she's a nice person and doing a noble thing but it's putting everyone else in a bind. What else can be done?
In case anyone is wondering, yes, she has tattoos and the dogs are non breed of peace mutts. No pics obviously.
For her sake, after fired hopefully she can find a job where she can take care of dogs and make a living. But in her current job it sounds like her pets are taking away from her job responsibilities. For the sake of the business that job role needs, the role needs to be filled by someone that can perform the duties required.
If this cancer is not excised it could metastasize and spread to other positions and then the entire business is full of cancer and dies.

- work from home means running errands all throughout the day, taking calls from the park or a patio, 50% engagement during work hours.
You are a huge proponent of "work from home" yet you seem to now realize why so many are against it. I recall many posts of yours lamenting old managers who just want "butts in seats".

Company policy is that if you work for more than half a day, you don't have to take PTO abusing the policy IMO because she's missing 5-12 hours per week and not having to take PTO.
Sounds like you’re upset with a policy that you or your higher ups put in place. That’s the policy as written? Sounds like she’s not breaking any rule.

She's not in trouble for possible abusing the policy, she's in trouble her work not being done. It is upsetting when someone is abusing the policy!
Her coworkers are having to pick up the slack and if the policy gets changed because it's being abused, the rest of us are going to suffer for her actions.

If her work performance is shitty, then the fricking rule doesn't matter. She could be working 60 hours a week.
And just because you aren't taking PTO, doesn't mean you aren't breaking rules. PTO is just a mechanism to pay you for your time off. Not taking PTO isn't some magic wand to let you miss work whenever you want.

Any sort of policy or procedures in place when work performance goes down?

If the rule allows it, then what rule is she breaking? Sounds like their policy should have been clearer or had restrictions in it to prevent abuse.

This is hard because I've rescued a few dogs over the years and they were just terrific. I loved those dogs. I would rescue three more now if I could because that breed is really sweet if a bit high maintenance.
But I recognized this "high maintenance" aspect. I know my wife would shoot me if I leaned on her for supporting a third/fourth dog in terms of just hours to do vet visits and walks. I also recognized it would cost me a whole lot every year. And I recognized my work might suffer. So I don't do it.
But I see how some folks cannot say no and then they cave and bring two more home. I have friends with 4-6 dogs.

Idk. People like this employee are what leads to rules being so specific and covering everything, to the point of micromanaging and treating everyone like children. I’m of the opinion that for most things, it’s not a problem unless it’s a problem. Some people just tiptoe right up to the edge of the line. I’m with the people who say put her on a PIP.
