Is it true that the road to hell is paved with good intentions?

What do you think of this phrase? Do you know what it means?
Is it true? Have you even heard of it?
I’m curious to see if different generations will view this aphorism differently based on their experiences and education.

it means that no good deed shall go unpunished, And it's true

It can be. Usually, when you want to do good, like giving people on the street money, or make life easier for your kids, you think you are helping, but…..

damned if you do, damned if you dont?

I always thought it meant good deeds you intended to do but didn’t actually do.

It means people with good intentions often don;t see how they are going to screw things royally up.
Example. Forcing adults at 18 to wait till they are 21 to drink leads to more drug use and especially more binge drinking and alcohol poisoning for fear of getting caught etc.

IT'S LIKE PAYING FOR YOUR CHILDRENS COLLEGE

It means that saying, thinking, and MEANING to do good is great and all, but it's the following through that actually matters, and will ultimately save you from the fires of eternal damnation. Supposedly.

The road to nowhere leads to me.

My understanding is that the phrase has two meanings, depending on the circumstances. It can mean actions planned with good intentions, but not acted on, lead to nothing, at best, or the wrong thing happening, at worst. The second meaning, as mentioned, above, is that good intentions, in and of themselves, aren't what matters; it's the consequences of the actions that matter. Or, beware unintended consequences! Anyway, that's my take.

Good intentions must be followed by action.
It's not the thought that counts.

I think it’s a very ambiguous expression for which I personally don’t assign much merit. Given its vagueness (or perhaps “lack of context”) an argument could be made that generally speaking good people produce good intentions. And I highly don’t those of that description are bound for Hell.
How about “The road to Hell is paved with bad intentions”? That I could rubber stamp.

It means anything taken to the nth degree is generally a bad thing.
Keeping people safe, good. Creating a police state, bad.
Tolerating people, good. Forced acceptance of weirdos, bad.

It’s means on judgment day you will be judged by your actions and not your intentions.

Google says it means this:
I feel it means a little something different, but can't quite articulate it.
I think it means to use the wrong actions for the right intentions or something like that.

promises and plans must be put into action, or else they are useless.

It’s paved mostly with out of control drug use and dead prostitutes.

Yes.
Just one example is the federal student loan program. Hey, let's make college affordable to everyone.
All it did was put students/parents in terrible debt and raise the cost of higher education faster than the rate of inflation. Now, higher education is out of reach for many due to costs. Oh and the Biden admin is bribing student loan holders by forgiving their loans & putting the burden on all tax payers.
It was indeed a road to hell.

Intentions is the key word. It’s about inaction. “Talk is cheap”
