I am supposed to believe that the SS, FBI and DC cops, just stood by and let these 'protesters' setup shop on Potatoe's route? No one saw/said or did anything?

They were probably ordered by his staff becuase Joe is having an episode and they need to delay his arrival so his meds will kick in and he can make it through the SOTU Address without completely losing it.
