It's both, the inner ring is very well preserved, I especially love the area around Patriarchs Ponds, I will always love Gorky Park too. Moscow City is really on its own there.
It's bizarre to me that Moscow's historical architecture is so well preserved, despite communism, while we destroyed so much of ours in "urban renewal" projects in the post war period.

Those amazing looking subways were all built during Soviet Communism
Everything the Russians have built since the fall of USSR is of substandard materials and will likely collapse in the next couple decades

Probably. Some other countries seem to care about their cities and want them to look as good as possible.
Our elites don't give a frick about our cities. Elites live in luxurious areas, cut off from the chaos they helped create in the cities.
Look at San Francisco. In some other countries, people would get arrested if they shite on sidewalks. San Francisco doesn't arrest them.. San Francisco sets up a new department to go around picking up the human shite.

Not only Russia. a lot of modern looking cities around the world that look better than ours. even Yerevan in Armenia looks clean and their metro system makes the New York metro look like a 3rd world shite hole.

I haven't been to AD but I've been to Dubai and, as you say, it was spotless.
I found it a very easy place to navigate and do business, very Western friendly in the appropriate hotel districts.

I believe this is the biggest takeaway that gets lost in the shuffle when we say america first. Why we as a country don’t feel the need to invest in ourselves rather than do the equivalent of buying cheap plastic shite from the dollar store is infuriating.
