I’ve been to Moscow, St. Petersburg many times along with a few other Russian cities.
I can say unequivocally they are nicer and cleaner looking than American cities.

I believe his point was about American civilization and that our leadership (national, state, and local)has been failing us. Unsafe cities are a sign of bad leadership and a fraying society.

This is easy to accomplish when you funnel all your resources into your biggest population and cultural hubs at the expense of the rest of the country.

In reality, these other countries have very well kept major cities. There is much less crime, as punishments are extreme. If you are beggin in a subway in Moscow, you will be removed and possibly sent to work camp. Here, people give you money and let you push others in front of trains and then simply get some free bail and your back at it the next day
Also, these other countries use their money on their own country, infrastructure, border, policing. They don’t send it out freely. They also don’t just let anyone into the country, sans France, that is going through hell right now too
