Reasons for the opinion
#1 Back then the letter agencies and Secret Service recruited Catholic college and the Fraternity lad set, not like the Secret Service today.
#2 Hungover Irishmen have killed far more folks with guns than the IRA
#3 Guy who accidentally discharged felt way more remorse till their death and no good would come from public outcry
#4 Like "Area 51" the JFK death would allow "conspiracies" to occupy the publics mind as cover for the real stuff that has gone on since.

I mean originally we were supposed to do away with slavery when we declared independence. There was just no way to get all the colonies to agree to join the independence cause while simultaneously getting rid of slavery
