You are not going to get frost if there is much of a breeze - not at 37 degrees. The temperature has to be 32 or lower, and a breeze prevents that if the ambient is higher.

Frost occurs at 37 degrees ambient when there is no breeze and there are no clouds. Heat radiates from surfaces to the dark sky, reducing the temperature near the radiating surface to below 32 degrees. Since there is no breeze, and air is such an excellent insulator, the temperature within 1/2” of your car surface might be 30 degrees, even though the temperature 6 inches away is 37 degrees. That’s how it happens.
