From an interview of a CARB board member by Car and Driver magazine.
Note - that even with 100% zero-emission vehicles, they will not be satisfied.
oh, and more equity and social justice.
Note that several states have their emissions regulations tied to CARB so even if you live outside CA, your choices will be limited.

Car and Driver:
If or when automakers sell 100 percent zero-emission vehicles, such as EVs, then what will CARB focus on?
Susan Shaheen: We're looking to get to carbon neutrality by 2045. To take us further out, we're going to need more than tailpipe emissions to be reduced. So that means looking beyond the automotive sector—at active-transportation modes and public transit—and essentially reducing vehicle miles traveled.
What are other automotive-related issues you'd like to see addressed?
I'm bringing to the board a focus on equity and environmental justice. Some of the worst air quality and pollution is suffered by under-served communities that live and work really close to truck routes, warehouses, rail yards, or ports. Another part of what we're doing is making sure a lot of purchasing incentives are going toward low- and moderate-income households to make it possible for them to purchase electric vehicles.
What do you believe the future of transportation will look like in California, if not the rest of the country, in 25 years?
One could dream we'll be less dependent on personal transportation or single-occupant vehicles. Europeans have been really focused on this idea of mobility as a service. That gets at how we can better integrate and provide a multimodal transportation system that commodifies transportation choices and makes it easier for people to be multimodal and less car dependent.

These people have no concept of economics.
Does she think these things were located purposefully in poor areas?
No. Property values are lower in industrial areas for obvious reasons. So lower-income people can afford to live there. It's just the old location, location, location rule. It's not a conspiracy.
If you build a paper mill out in the country in the middle of nowhere, and 20 years later there are trailer parks surrounding it - is that an environmental injustice? Or just the market doing what it is supposed to do?

If you vote Democrat or decide to sit out because of OMB! then this is what you’re advocating for. Choose wisely.

How many of those ridiculously incompetent people who are running the country into the ground drive those electric cars?
Make them drive the POS's back to their states to see how stupid an idea those are for anyone who lives and travels away from a major city. They May be fine for someone who never leaves town.

social justice defined
?You will own nothing and be happy.....Trouble is when you own nothing, you have nothing to lose by breaking the law so why try to follow legal restrictions that limit your enjoyment. Criminal, civil, administrative, contracts, building codes, suddenly have no value because there is nothing to take away.
For confirmation look at homeless camping, unlicensed uninsured cars, retail mob theft, border illegals, government political money, etc

Cars take up an obnoxious amount of space....cities will need to do something to get rid of them.

ITS ALL ABOUT CONTROL. They can’t control you if you have your own transportation in your own property with your own cash.

I'm as pro-car as they come, but it's obvious in major cities like NYC that cars are a problem. The issue is that the people that live there want to ban cars everywhere.
Cars should definitely be banned or restricted in most of Manhattan, with exceptions possible.

These frickers will never be satisfied. On ANY issue. That’s why it makes zero sense to give even an inch of ground to them.
