This will be impossible to measure due to the rampant corruption in LA, but Plaquemines and St. Bernard parishes as a whole have to be up there.

ETA- Jeanerette is like top 3 on both the incompetence scale and the corruption scale, which is pretty impressive. The state has been running the city since like 2018.

I wonder if investigations and convictions (or other ramifications) for corruption is a sign of blatant corruption or more a sign that it’s there but being fought against?
