Post less.

Edit: now that you have updated your post to actually include information, I will assist you with typing something in to Google: Drunk driving in the United States

There's a mention of drunk driving and its legal consequences in one of Evelyn Waugh's books. I think it was Vile Bodies, and that was published in 1930.

I don't think they were looking for magic molecules or odors back then... it was more, "hey, that guy's drunk!"

DUI/DWI has always been a thing since I started driving but wasn't heavily enforced, open container and stiffer penalties started appearing in La in the early 80s

It has always been right. Drinking and driving is fine if you know you are under the limit. But it doesn’t take much gif most to get over the limit and some can drive fine. It’s getting into an accident while over the limit is what’s the bad part…..

It wasn't a serious offense and there wasn't any discussion and PR about it until MADD in the 80s

I’m not for driving drunk, but there’s a certain hidden pleasure to killing a couple of tall boys on the way home from work.

Back in the 40s, Margaret Mitchell (author of Gone with the Wind) was struck and killed by a drunk driver on Peachtree St in Atlanta. The driver had multiple previous arrests for drunk driving which were usually dismissed because he was a taxi driver and needed to make a living. Mitchell was a national treasure at this point and outrage over her death lead to increased scrutiny and punishment for DUI - all of this was pre-MADD.

It was later determined that Mitchell was jaywalking, in a fight with her husband and zigged into the path of the taxi driver to avoid another car so she was partially at fault for her demise. The driver also stated he only had "one beer" and witnesses did not describe him as intoxicated, but they didn't have breathalyzers back then and the mob wanted justice.

You can drink and drive your drive thru daiquiri. You just can't get drunk and drive. Also no open containers.

Sober people cause more driving accidents than drunk people.
