Intent and using instrumentalities of commerce to get to your destination, probably.
But the analysis is different between states in our constitutional order. What about the full faith and credit clause? Or the sovereignty of state A to make laws enforceable within its borders. California’s sovereignty is eroded if Louisiana can dictate what goes on within its borders.
That’s not even getting into the slippery slope of legal marijuana or other medical procedures (stem cell, etc.) that may be banned in one state.
Landry really has no discernible first-order principles other than fighting culture wars for more power.

Abortion is wrong and should be illegal everywhere. To that end, I think this is a good rule.
Unfortunately the country isn’t there yet and we’ve been forced to use states rights to limit it where we can. I think this is pushing too far. It’s like the fugitive slave act, in that it will radicalize people in other states. Hopefully we sent the house, senate, and president in 2024 so we can ban it nationally before it comes to these sort of state to state attacks on sovereignty

The overturning of Roe restored the freedom of the people in the various states to negotiate the issue without being lorded over from 2500 miles away.
You want to go back to less liberty and more lording?

Yes the irony of the "state's rights" crowd pushing this is that it would, in fact, destroy state's rights.
What if the opposite happened, and California sued LA and asked for an injunction for LA prosecuting a CA citizen arrested for possession of MJ while in LA?

Roe was bad because abortion is bad, and also because it was our unelected Supreme Court dictating policy for the entire country. If our elected representatives pass a law that for the country that is just how representative government is supposed to work. If the people of Louisiana try and tell the people of other states what they can or can’t do, that is wrong and would probably get struck down in the courts anyway. The best way to prevent abortion is a national ban passed by both houses and signed into law by the president

I obviously don’t support that either. I said it should be banned at the national level through our elected representatives. It is murder, and murder should be illegal. If we can’t do that, I don’t support state AGs pursuing their state policies across state borders

a lot of people feel like it's their business if someone flies to Bangkok (or Epstein's island) to have sex with underage kids.
It's not their business, from a legal standpoint.
The Epstein deal, though, involved trafficking U.S. citizens, and he also did the same thing at his house in Miami.
There are lots of things that are legal in one state and illegal in another state, from guns to gambling to drugs.
This is a moronic proposition that undermines the entire concept of states' rights.
And regarding the transitioning treatments, if that is deemed child abuse (big if), then those treatments are ongoing when they return back to the state and THAT could potentially be enforceable in Louisiana.
