FA/FO question

A coworker and I are discussing if the level of FO is always relative to the level of FA. If you FA to level 3 would you FO level 3, or would it resemble a Bell curve and have some under reaction and some over reaction. What's the OT's thoughts?

Sometimes you'll frick around an inordinate amount, get lucky, and not find out at all.

You are correct, this question can best be answer by a Bell curve illustration.
And it really depends on where you are located.
2.05% of the time the FO is 200% less than the FA
Canada-You give a guy a wet willy and he apologizes, starts crying, and pisses himself.
13.7% of the time the FO is 50% less than the FA.
San Francisco - You give a guy a wet willy and he starts laughing and asks you out on a date.
68.2% of the time the FO is relatively equal to the FA.
Northeast/Southwest - You give a guy a wet willy and get punched in the shoulder or cussed out.
13.7% of the time the FO is 50% greater than the FA.
Midwest - You give a guy a wet willy and he beats the hell out of you.
2.05% of the time the FO is 200% greater than the FA.
Deep South & Texas - You give a guy a wet willy and you get shot in the stomach.

Some responses are definitely not proportional to the original stimulus.
So easily we recognize the ratio of FA:FO is not linear.
To attempt to graphically express the outcomes, I would estimate it to be in practice more along the lines of a spatial network (aka a geometric graph).
