Handicapped parking tag scam?

So how is this done?
I work in a medical building with multiple tenents and see employees with handicapped tags that are not handicapped one bit. I also see this at grocery stores as well.
Are employees at the DMV getting cash kickbacks for giving these tags out? How does this work because the amount of "Handicapped employee vehicles" is absurd.

I like the handicap tag in the windshield and zero license plate on the back of the car look.

Some people have unseen handicaps. Asthma or lung diseases, nerve damage, spinal or leg issues. You may not see them on a bad day. Do you actually know the people or just see them get in and out of car?

My mom has one and needs it because she had triple bypass 10 years ago. Now couple that with poor circulation, she can't walk long distances whatsoever because of weak legs and at times loss of feeling in her legs/ feet. When I'm driving her around, I use it (exclusively when she's in the vehicle with me). I'm sure I get looks but she needs it, legitimately

Some people do need them, but they are easily gotten by those who don't.

Someone could use a family members for sure, or just have it on their mirror if they transport someone regularly. Also the hang tag is probably pretty easy to duplicate, for all of the lazy POS scammers out there-would not put it past them.
And there are some that may qualify for a legit one with non-obvious disabilities.

I’m regards to the license plate Vs tag, my wife had a foot surgery with a bone graft. They gave her a temp tag for 90 days (there’s and exp date) vs a handicap plate because it was temporary.

There's an awful lot of black people in Baton Rouge with unseen handicaps.

Years ago I busted up my leg pretty badly and was on crutches for months. The DMV gave me a handicap hang tag with no expiration date. I could be using it today, but I don’t because I’m not a lazy fat frick, and I’d worry I would jinx myself into really needing it.

Easy to judge, and I always did until a close family member ended up needing one. On the surface, totally normal. Underneath, dealing with MS. I’ve never actually been with her when she used it, but there are days where it’s harder to walk and a close parking spot goes a long ways for her. She gets judgmental eyes because people can’t see her handicap but she shrugs it off.
Having said that, there’s something sick and twisted people out there and wouldn’t be the least bit surprised that people are running scams with them.

My favorite is the handicap people that drive huge F-250s or 2500's. They probably get the tag due to mental handicaps.

Some families pass it around to others to use who are not really handicapped. Or, nephew or niece is using Auntie’ss or Grannie’s car. See it all the time. My FIL is 90 and MIL’s tag is hanging on the rear view mirror as he drives it. He won’t park in the handicap spots so kudos to him.
