This should be on national news by now. He was identified and it`s plain as day what he did. This girl may be dead or her injuries left her with no memory of what happened, so she couldn`t report it.
Something doesn`t add up here.
The fact that the rabid dogs filmed it and were proud sending it to social media goes to show you the lack of consequences they think they will face.

Yep. 100% this. Make prison a place that isn't fun to be. 16 hours a day pounding a rock or moving a dirt pile, then back again. No TV or internet and limited visitors. 3 basic meals a day.
Then, swift trials and if convicted, one appeal, then execution.
