It’s not a binary situation, though.
Burrow didn’t have Urban Meyer as his HC
Burrow didn’t have Marvin Jones as his best WR
There are layers to this. Burrow is the better QB. But its TBD how much better he is than Lawrence. He can still be elite and generational and while being worse than Burrow

Marvin Harrison wasn't Marvin Harrison in Peyton's rookie season. And he was the only non-trash receiver on that team Peyton's rookie season or any season until they drafted Reggie Wayne in 2001, and it took Wayne several years before he was putting up more than pedestrian numbers. Harrison also missed 4 games Peyton's rookie year. Peyton's leading receiver in 1998 was Marshall Faulk, a running back. His second leading receiver his 2nd season was Edgerrin James, a running back.
In Peyton's second season he had over 4000 yards passing and 26 TDs. Lawrence, in 16 games and a more wide open league, is on pace for 3940 yards passing and 25 TDS, so he's not even out-pacing Manning.
And there are a whole lot of QBs who are out-pacing Manning's 1st and 2nd year numbers. Does that mean we have half a dozen or more players that will be better or are better at Manning at this stage in their careers?
OR is it a little easier for QBs to amass more passing yards in 2022 than t was in 1999. Peyton was 3rd in the NFL in passing yards in 1999. Lawrence is 9th this year.

burrow had a turnstile for his Oline, tore his ACL, then brought them to the super bowl the next year.

He's also 3 or 4 years older than Lawrence, right?
Lawrence looked great yesterday. That seemed like a potential breakout performance.

He also had maybe the absolute worst coach of an nfl team in decades as a rookie.

Not quite, no. Lawrence also started a season's more worth of games in college than Burrow did. I'd be more concerned with game experience than age unless we're talking about a bona fide vet compared to a rookie. Lamar Jackson is the same age as Burrow, but I don't think it would be fair to compare the two that way (or anyone else in Burrow's draft class) because Jackson has been in the NFL for 2 more years after starting 3 years in college.

Burrow has a much better receiving corp. 2 all pro-types and a good te. However, Burrow and Allen are the standards for the last couple of years for sure.

Burrow was 2-7-1 as a starter in 2020, and they finished 4-11-1. They were still going to be drafting in the same ballpark even had he stayed healthy. Very unlikely IMO they finish much better, if at all, than 2-5 down the stretch even with Burrow.

Both Herbert and Lawrence blew Allen’s second year out of the water though. Allen was pretty meh his first two years before making a big jump.

It was also against the 31st (Tenn), 30th (Det), 26th (Bal), and 23rd (KC) pass defenses in the NFL.

That’s not remotely true. Tyler Boyd had the worst drop in the league this year against the Chiefs and he had a drop that blew the Super Bowl.
The Bengals having more talent narrative is complete bullshite. They were 1-15 when they drafted Burrow.

Fields has been the most electric QB the Bears have ever had.
I’m sure you watched none of the Jets Bears game a few weeks ago when JF was out and the Bears got blown out and could barley cross the 50 after the 1Q. Fields is their entire offense right now
