A conservatorship is the most extreme civil measure you can take against a living person. It should only be used in the most extreme cases (elderly dementia, untreated schizophrenia, etc.). And even in those cases it's hard.
Not "she sometimes makes poor personal choices without considering all the longterm consequences." Big difference between "she should probably consult her dad on major financial decisions" and "she can't even legally send a FedEx package without his explicit written approval."
