See my above post. New Orleans is a corrupt shithole and a major port. They have operations in Mexico, Colombia, etc.

No. You don't import large amounts of materials for concrete most places, especially Louisiana. If anything it's for body disposal. Got an order for a pit bottom at 3am Thursday? Go do a little prep work Wednesday after everyone leaves.

I was looking at buying that land a few years ago to put a chemical plant there. This is not a regular cement plant but making refractory type aluminate cement. The location had a plant on it that was shutdown due no need for it any longer several years before Katrina I had a very large cascading refrigerant reciprocating compressor about 4,000 horsepower with a large concrete blast wall on one side. It was state of the art for the 1960's.
The labor force will likely come from Mississippi or Northshore commuting daily.
