I disagree, somewhat. I'm thinking in the same vein as you but more broad in a sense.

It's not about political repercussions. It's that the solutions will not benefit them in any way. Financially, ideologically, or politically.

Here's where we differ (and also how things have changed from 2 decades ago): you said repercussions. I put forward the idea that even if there were no repercussions unless they benefit they still won't do it. If it was a net-0 for them personally they won't do it.

Walmart has done more more for the poor than gubment.

I agree with you, however the poor used to wear hand me downs and other people's trash. Walmart clothing is a huge step up for them.

I happened to look in the clothes section last time I went and loaded up on loungewear aka work from home wear. Hard to beat short and pants for $2 on clearance.

The service industries were always going to be completely fricked post lockdowns. Did you order 4-5 steaks the last time you went to the steakhouse to make up for your lack of spending in 2020?

I believe the Fed thinks that 20% of small businesses permanently shut down and that doesn't include any from this year that survived the additional year.

The trend these days is just steal it. Just walk out the door with whatever you want. Stores (walmart included) aren't doing a damn thing to those that steal.
