Carter is too high. He was a terrible president, sure, but he didn't really structurally change anything in the country for the long term worse. Reagan was able to undo pretty much all of his screwups.
You have others like Wilson, FDR, and LBJ, whose screw ups are still affecting us every day and everywhere.
This will be the ultimate test of Biden, but God it's looking awful at the moment.
