So what's the dilemma? Because the only problem I see is that your 14 year old has a dad he isn't scared of or feels he can do whatever he wants because no one is going to tell him any different.
But parents are different today. This was how things went with my parents. It applied to my older brother and sister as well (well not so much my sister. If she did something she wasn't supposed to she would end up crying and whatever. I guess girls are different), but up until the age of 18 you never knew when we went home what our mom found out. But if she did find out we did something we were not supposed to she would just come up and slap the ever living shite out of us in the face.
You know how much I hate being slapped in the face? I fricking hate it. Anyway, it sucked, but as long as she didn't say "I told your daddy" it was not that bad.
I remember as a kid.. 8, 9 years old and doing something during the summer that really got me in trouble and she would tell my daddy.. That fricked up the rest of my day. He would come in and as soon as the belt came off I started crying like a bitch.
Maybe I am out of touch, IDK, but my parents were not just letting just be up and making noise in their house late at night then letting me go where ever I wanted with whoever.

What on earth? So if you hadn't called him, he was planning on just sneaking out and being gone until after you woke up? You say he doesn't give you any trouble. He does, but you just don't know about it. This isn't the first time he's snuck out. That is beyond brazen for 14.

The only way your son will know what he's supposed to do is if you tell him or show him. That is a parent's job.
No one should go out at 12:30 a.m., but definitely not a 14 year old. It is telling that you were not aware that a dad is supposed to prevent the son from leaving to go out at 12:30 a.m. A stern voice ought to be all that is needed.

Don't try to be your 14 y.o. son's friend, be the parent because that is his perception of you. Unlike a few years ago, you are just a parent. You are not his buddy, not his friend, not his pal, not his peer.
You could be the push-over parent, the uncaring parent, the over-protective parent, or the reasonable parent... whichever... you are to him just a parent.
Don't try to be your 14 y.o. son's friend, be the parent because that is his perception of you. Unlike a few years ago, you are just a parent. You are not his buddy, not his friend, not his pal, not his peer.

You need to update age in the op.
Having said that your crazy for letting him leave at midnight. Now I’ll say this. At 15 I was driving and had a job working 30 plus hours a week. I was always staying out late and crashing at my friends houses. Not so much drinking then but definitely getting pussy. Hell. Even before I had my car I would have my mom drop me and my girlfriend off at house of blues on a school night. We used to walk around the quarter. Never had a problem. I’m 32 now and wouldn’t want to walk around that shithole by myself.
The point in getting at is I watched my brother get yelled at almost daily for acting up. I learned my limits and tried to stick to them. Yeah pops would get mad at me for coming in at 3:30 on a Friday night after drinking uptown. The next morning he was laughing his arse off when I was puking trying to cut the grass.
