and that person would be my daughter who doesn't need a flooded apartment to deal with.

She's called maintenance so I hope they will come out tonight but if they don't it's on them

If it’s a bad leak you need to call 911 so they can shut the main off

If she tries to fix it herself, it's on you, dad.... I would suggest pulling both levers forward but what if it is the other way around?

The fire department can absolutely shut a main off in an apartment complex. I take it you’ve never been in that situation?

What, get beat down by an entire apartment complex? I'll pass.

Or, destroy property? Your own and others? Risk getting sued? Pick your poison.

I wouldn't call 911 but call the local police office. They normally take over emergency water/sewer problems from city at 5pm where I have lived.

False. This is what the landlord is for. They are the ones who have to pay to get it fixed anyway. Tell the landlord there is a water leak that’s flooding the unit and watch how fast they get over there

Call a plumber. Is there an issue with not doing that?

Try pulling the plastic levers in the middle downward. That should cut off the water flow.

If she can’t pull or push em she’ll need a medium sized pipe to use as a leverage cheater.

Same as u would use if u have a short tire iron when the lugs won’t break down on a flat!!

The silver cylinders are water hammer arrestees and the shutoffs are in the middle. Pull them toward her. Also, there may be a main shutoff for her individual unit.

Sport, we’re going to need some pics of your daughter to fully access the situation.

TIA
