Idk what the hell they are doing on 12 west from Oneal to the split but the left lane is blocked at the busiest time of the day. Avoid like the plague.

Kind of a loaded question. The easy answer is yes but one could say the same about virtually any agency under the auspices of Louisiana government. They are all incompetent. It's like trying to pick out the dumbest kid on the short bus.
