NOPD: Slidell woman poses as Secret Service agent, tries to kidnap 15 yr boy and mother

NEW ORLEANS (WVUE) - A 23-year-old woman, allegedly posing as a Secret Service member, apparently attacked a mother and her 15-year-old son as they were leaving a doctor’s office in the Marigny.
The incident happened around 12:53 p.m. in the 700 block of Elysian Fields Ave. on Thursday.
According to an initial New Orleans police report, the victim was with his mother when Harley Himber allegedly told them to get in her car as she portrayed herself as a Secret Service agent, officers said.
Police said Himber was in her car outside a health facility in the 700 block of Elysian Fields Avenue (map) around 12:50 p.m. when she called the 15-year-old by his name and told him to get in her car. The boy, who police said didn’t know Himber, was walking with his mother at the time.
Himber told the boy and his mother that she worked for the FBI and Secret Service, according to the warrant for her arrest. She told them that if the boy’s mother didn’t let her son in the car, she would be arrested, police said.
The victim and mother left the scene in an acquaintance’s vehicle.
Himber then allegedly followed the victims, rear-ended their vehicle several times and hit a parked car.
She then got out of her car and began to act irrationally, the report said.
After the mother got into a nearby car with her son and other family members, Himber began to chase them down Elysian Fields Avenue, police said. Himber cut them off in traffic and forced them to turn right onto Music Street, where she rear-ended them twice.
She continued to follow them and rammed her car into theirs again at the intersection of Franklin Avenue and Dauphine Street, police said. Then, she got out of her car, stripped naked and started to throw rocks at a nearby business, the warrant stated. She did not cause damage to the business, police said.
Around 1:20 p.m., officers found Himber making “strange hand gestures” and “not very responsive,” the warrant stated. Police said she was possibly on narcotics.
Himber was later apprehended on Dauphine St.
The suspect was booked into New Orleans jail on charges of obscenity, disturbing the peace, driving while drunk, driving without a license, reckless operation of a vehicle, hit-and-run, and attempted simple kidnapping.
Himber was booked into Orleans Parish Justice Center early Friday (May 10), jail records show. A judge set her bond at $8,000 and scheduled a hearing to determine her mental health competency for May 16.
