What does the OT think of a charge like this?
A purely auditory interaction.
Should it be illegal to masturbate on the other end of the phone during a phone call without consent?

The Michigan state head coach is being accused of sexual assault which includes "masturbating over the phone without consent."

Illegal, no. There isn't much context given but I am assuming that the hearer of the stroking could have ended the call.
