What does "running a program" mean?

This seems to be the negative when the anti O group starts talking. What does this actually mean though? I've head this week those in AR talking about Bielema and how he lets his assistants coach (sounds familiar) and he oversees and "runs the program".
Outside of booster talks, recruiting, and practice/game preparation; what are we talking about? Not trying to be coy, Coach O would be behind Jimbo and Herman regardless but this keeps coming up and when I heard again in relation to AR thought I would submit myself to the dagger that is this board.

It's clearly a myth. Coaches don't do anything outside of the 3 months of football season. If we sign a coach for a year contract we should technically get 4 seasons out of it. Can we get a lawyer to look into this?

Well, creating and maintaining a good academic culture, creaing and maintaining a culture of compliance, hiring good support staff, hiring good coaching staff, managing and operating within your budget. Thats just a few of the things that go along with running a program. I am sure there are hundreds more. Do you think HC's just coach football?

Setting overall game strategy, how we approach different opponents from a 10,000 ft. view. Looking at/assessing strengths over the season and understanding how to put your coaches and thereby your team, into an environment where they can produce.
Understanding your resource allocation and manpower, how to hire well, interview well, and get the best out of a staff.
Understanding long term vision and strategy. Knowing inputs and outputs scaled, planning for a realistic set of outcomes based on team personnel and coach personnel.
We could go on and on.
This is not showing up to a game week to week and executing a few plays.
You aren't just a coach, you're a manager, a strategist, and the best coaches understand and know how to deploy resources effectively. I said this early on, but there's a reason great coaches often have great coaching trees. They know how to put the people below in a position to succeed, in particular, coaches.
I trust O with probably none of the above things outside of recruiting. He does not strike me as a great manager or a strategist.

It means running 1975 offense and big cat drills for more than $100,000 a week.

Recruiting is much more complex as well. O has previously been instructed/approved to recruit certain players. But recruiting as the HC means building on your weak points vs getting the best available.
Everyone knows you take every 5 star you can get, but that's usually 1 or 2 a year. The rest have to be very strategically recruited based on the overall build of the team. We have now idea of O I'd good at this or not.

It means being the head coach, GM, HR dept, scouting dept head, business manager, parent, and High school principal/disciplinarian.

This is the recruiting coordinator's job, alongside the head coach. He's very good at it. It's called "setting the board", and Orgeron has been trusted with it at some of the biggest programs in the country.

Hindsight is 20/20. If I would have taken a poll after Miles was fired I bet at least 50% of people would have wanted Dameyune Craig to be interim OC. With him having Co-OC experience at Auburn and is known to be a fan of wide open offenses, no one would have batted an eye. Ensminger was essentially forgotten about on our staff, and the reaction when he was named was "wtf?" almost across the board here.
To answer the OP, "running a program" on this board means anything someone doesn't think Orgeron can do, taylored to fit whatever argument is being batted around at the time. In reality, according to a lot of sources very close to the program, he's actually doing an outstanding job of it, and is treating this job like he's going to have it for a very long time. Obviously he hasn't done it for an extended period of time, and that's a fair point, but he has demonstrated so far he's not just concerned with the near future (which by the way would be very tempting for someone in his position). He is trying to build something long term until they tell him to stop. Whoever the next coach is, he's going to be handed what I believe is a blueprint for massive success at LSU.
