I don’t know if an offer was made and I am not a Woodward fan (I think he is massively overrated), but leaks like this are what killed multiple hires for teams.
I do honestly think Miles was headed Michigan in 2007, but intentional leaks by Carr’s I’ll derailed it. It forces coaches’ hands and they burn any trust coming in if they massively screw over their previous team.

This is a nuanced question. In the real world AD's want to say they were not turned down, even if they were. So No Official Offer is made unless the target has agreed to sign the offer letter. All terms are agreed with an agent, usually verbally, until everyone is satisfied that a contract will be signed.
No one will say an offer has been made to anyone except the person that they hire. So get over it.

I’m not talking about the offer process. Did LSU show genuine interest in Riley last week or not is the question by trying to get an agreement in place? That’s the question

We’re not going to know whether Lincoln was really the target or not until the HC is announced. I think it’ll be pretty easy to tell based off of the hire.

No, several folks in the media said they had reputable information that there was a strong interest from LSU. Now as far as the smoke that he was coming here and it was a done deal, I can see the argument that started here. However, it is not uncommon for things to be bounced around here prior to "reputable" media outlets reporting it. Mulky for example was rumored here long before the talking heads confirmed it.

I've always thought that was a done deal until Pitt upset WVU and LSU found themselves in the title game. No one expected them to be playing for that title because no one expected WVU to lose to Pitt. Coaches preparing for national titles don't leave their current jobs.
