You really don't see how it's both?
"Great recruiting" at Notre Dame still puts them 10-15 spots lower in the recruiting rankings than the Alabamas & Clemsons of the world, which results in a literal gulf of overall team talent differential. Yet he has put up similar records to those teams over the past 5 years while facing an SoS no lower than 16th during that time. But the talent difference has prevented him from getting over the proverbial hump at ND, and he recognizes that.
